Description: BitchX was started by Trench and HappyCrappy as a script for the ircII client. Around Christmas of 1994, the script was patched directly into the client by Colten Edwards, [panasync], (this was around the time of BitchX-36). EPIC
Description: EPIC4 is a new direction in ircII development. No longer is EPIC 100% backwards compatable with ircII, but instead we have chosen to find those things where compatability is undesirable, and fix them. No gratuitous incompatabilities have been added, but lots of new code has been added to make EPIC the best ircII client we could make.
EPIC4 is derived directly from EPIC3, which was itself derived from IRC-II which is currently maintained by Matthew Green, and includes in whole all the additions included in the "plus" clients by Jeremy Nelson and all of the modifications in the "mod" clients by Jake Khuon. EPIC is currently maintained by EPIC Software Labs (ESL), comprised of Jeremy Nelson, Jake Kuhon, Robert Chady, and a cast of a dozen others. It will definitely work on Solaris, FreeBSD, Linux, Digital Unix, SCO ODT 5, AIX, etc.

Irssi

Description: Irssi is a modular IRC client that currently has only text mode user interface, but 80-90% of the code isn't text mode specific, so other UIs could be created pretty easily. Also, Irssi isn't really even IRC specific anymore, there's already a working SILC module available. Support for other protocols like ICQ could be created some day too.
Features include:
Optional automation of things like: nick completion, creating new window for newly joined channel, creating queries when msgs/notices are received or when you send a msg, closing queries when it's been idle for some time, etc.
Multiserver friendy
Channel automation - You can specify what channels to join to immediately after connected to some server or IRC network. After joined to channel, Irssi can automatically request ops for you (or do anything, actually) from channel's bots.
Tab completing anything - You can complete lots of things with tab: nicks, commands, command -options, file names, settings, text format names, channels and server names.

iroffer

Description: iroffer is a fileserver for irc (commonly referred to as a DCC bot). It uses the DCC feature of irc to send files to other users. iroffer will connect to an irc server and let people request files from it. Unlike similar programs, iroffer is not a script, it is a standalone executable written entirely in c from scratch with high transfer speed and effeciency in mind. iroffer has been known to reach 2MByte/sec or higher bandwidth usage when multiple transfers are occuring at the same time
